I bet the guys that wrote the online help pull their hair out when they see questions like this. IT IS COVERED in help, rather well too. Look for Color Corrector Secondary. Also download and read the tutorial style help for version #4 veatures. A 56 page PDF file.

Very quickly, try this:

1. drag the color corrector secondary to your event. There are two FX filters, for this it is the secondary filter with just one color wheel that you want.

2. Click the select effect range eyedropper over the area of the image you wish to change. Use the eyedropper to define an small area by holding down your left mouse and making a little area in the preview window.

3. This creates a mask that effects the hue you selected. You likely will need to fiddle with the controls in the botton half of the FX window several times to get the effect you want. Try clicking, unclicking the show mask selection back and forth.

4. Now use the controls in the top half of the FX window to adjust the color.

That very roughly is how you do it. Best results are obtained when changing a larger area. I've found minor tweaking of the color wheel and the rotate hue slider either alone or in combination with the others steps gives interesting results.
