Not at all sure what this would look like. Is there a screenshot you could link to? In the meantime, you can get a variety of crazy "edgy" things if you mess around with the "Convolution filter". Start with some presets. The controls are interesting: You can change the numbers substantially and get little change then suddenly a "0.1" adjustment goes "whoa". This control gives you sharpening (actually a better sharpen than sharpen), edges, among other things. You can't really control the colors, but you could always fix those downstream, or by masking/combining the original and the filtered version.

I agree with RMD.

Vegas provides some amazing options and flexible functionality and EASE! It's the EASE bit that keeps surprising me. I can forgive the render times if this is what it offers . . Okay, start playing around with the variations and variables. THEN save as presets. THEN mix and match those presets as presset strings THEN save that string and so on and so on .. Vegas is soooo loose it's all over the place - I'm really glad I got involved with NLE and camerawork and the whole digital thing at this time of my life . . very very valuable . . I've created some amazing posterized stuff . . and whites and pale blues and pale greys . lots to do . . just think of Vegas as your artist's palette, and you wont be far wrong . . . love it . .

It would be good if could somehow "scan" the final thingy you want, then we could then put on our collective head and give it a go . . yah never know it could be amazing too!

The closest thing I can think of is Pixelan Chromawarp on "Psychadelic (rough)" setting.

I think there is a demo of this Vegas plugin.

You could export your sequence as frames and then use PSP8 to process them. I've done this a couple times.
