Compositing Question

Here's a bit of my timeline and a frame grab:

Layer 4 is a PSD with the lettering that appears on the building.
Layer 6 is white.

I want to flash to white between the two shots on Layer 5.

No matter what kind of fade-out I add to the clip in Layer 4 I cannot get it to match the fade out in layer 5.

Is it possible to merge Layer 4 and Layer 5 so that they are both equaly affected by a single fade-out?

Can you put the white track on the top and cover the transition, which then would just need to be a cut.

The do the transition on the white.l
