I'm not an expert, but I can tell you this. There is no best way. It all depends on how much quality you want and how fast the person's connection is on the other end.

I use WMV files and adjust the rate and quality accordingly. Virtually every Windows system can play them as well as some MACs. Play around, render to different formats and settings. That's the best way to learn.

FYI - for broadband, using the 256kpbs wmv template and adjust the quality to 100% in the Video tab seams to have the best quality to file size ratio.

You can also use Quicktime or Real Media, but these require the other person to download a player as well, if they don't have it already.

Sorry, forgot about the 2nd question.

There are a number of ways to remove sections of a clip. I prefer just working from the timeline, but others use the trimmer.

If you use the time line, lengthen the track out by dragging the scroll bar smaller. Do this until you only advance one frame at a time with the left or right arrow key.

To remove unwanted sections in a clip:
1) Click in the video track about where you want to start deleting.
2) Move the cursor left or right with the arrow keys to get to the exact location.
3) Press the "S" key to split the event.
4) If you are just removing the beginning or end of the clip, just select the correct section and hit Delete. If you are removing video in the middle of the clip you need to make another split.
5) Go to the approx area of the unwanted video.
6) Use the arrow keys to get to the exact locatio
7) Hit the "S" key to split the track.
8) Select the unwanted section and hit delete.

Note: If you didn't select the audio along with the video, you will need to delete the unwanted audio track sections seperately.
