Convert PAL DVD to NTSC DVD

I received a PAL DVD today that was done as part of a fundraising effort for a Ugandan University. It is desired to distribute it to possible donors in the US. While it will play on several laptops that we tried, it would be better if it could be played on set top DVD players.

I'm assuming that the only way I can really do this is to import the VOB files and use them to create a new DVD.

The source is 720x576 25i. Any observations or advice would be greatly appreciated.

Obviously having to rip the video from the DVD is not a good first step but it that'sall you've got then:

Copy the VOBs that contain the video to a HDD.
Use VOB Merge to merge them into one VOB as you may have issues joining them in Vegas. Doing this doesn't change the video in any way so I just do it regardless.
Drop big VOB onto T/L, set Project as PAL DV (widescreen if needed), set de-interlace method to Blend.
Render to mpeg-2 using a NTSC template as appropriate.
Render audio to 16/48K .wav or ac3 if .wav is taking up too much space.
Author in DVDA as usual.

Thank you Bob. The quality of the files is very good, so hopefully the result will be decent.
