Converting from 16:9 to 4.3?

I have been given a MPEG 2 file to make into a DVD. It was recorded off the air using a Digital TV tuner decoder. When they recorded the video which I have since copied to my hard drive off the air the setting was for 16:9 recording rather than 4.3 which I think means that the picture is squeezed up once recorded into it's MPEG2 file with the intention of the DVD player then streatching the picture back out once it's being played.

Can this sqeezed up MPEG2 file be streatched out to full width using Vegas?

MPEG-2 isn't the best format to use as a source but there is no reason Vegas can't convert your video to whatever shape you want. Pay attention to the project settings, make sure the media properties are correct, and then adjust the Pan/Crop settings on the event to your delight. Have you tried to do this already and are running into a problem?
