Create a widescreen project. Drop the 4:3 clip on the timeline. In Pan/Crop right-mouse-button click and choose "match output aspect". That's the correct way to do it without altering the height/width of the image at all. If you still end up with black bars or part of the image gets cropped feel free to adjust manually from there, but you probably want to keep "maintain aspect" enabled.
