You'll use the Sony Preset Manager.
Get it from the Sound Forge or Vegas download pages, it's free. Launch it, browse to the preset you've downloaded from the VASST site, and then choose the 'down" arrow that loads the preset into your chains folder. Then you'll see it in your FX packages when you select the FX button somewhere in Vegas.
Give em' a whirl, there are some really super presets, especially Marquat's. He's very creative with kalaidoscopes and stuff like that.

The presets by Marquat are totally brill! . . .AND the other thing is that if you look at "how" they were done you get to see other options too.
