Have both projects open, each in its own instance of Vegas:

click on first event on the track to be copied
right click > select events to end
edit > copy (or cntl C)
place cursor in other project where you want to paste
edit > paste (or cntl V)

This copies events, transitions, and all fx that have been set at the event level. Fx set at the track level are not copied.
