Could Vegas do this Astoundingly Beautiful AMV?

Apparently, this breathtaking Anime Music Video* was made with nothing more than Paint and something called Magix. Of course it's the editor more than the software that makes a good video, but I was wondering how something like this could be done in Vegas, technically speaking. Insights?

*the link is to a 62 MB DivX AVI, so you should right-click and "Save target as..."

The editing is just well executed basics, no major FX or anything. Of course it can be done in Vegas. Get familiar with masks and crossfades.
