Covering private parts

I want to hide/cover or obscure parts of a body. How do I do tis in a picture

It's easier to do in a picture than in a moving video -- but possible in either.

Is this a video or a photo?

Either way, put two copies of the photo or video on the timeline on two tracks, one above the other. Blur the lower track with a video fx, use the cookie cutter fx on the upper track to show the lower blurred track below.
