Crawling edges with pan/crop

When viewing a progressive rendered MPEG-2 on a LCD TV, I have crawling edges on stills (PNG) to which I've applied pan/crop. I've reduced the size of the PNG files as much as I can, and I don't see any improvement with the Reduce Interlace Flicker switch checked:
1) Does this switch work on stills or is it for video only?
2) any suggestions on how to reduce the crawling edges?

You didn't say what the res of the stills is or what res you are rendering to.

Standard technique is to add the minimum possible gaussian blur (.001-0.003 vertical only) PRE pan crop (click the triangle in the keyframe window to point left) and then a small amount of sharpening post pan crop (triangle in keyframe window points right which is the default when you add the effect). Some people advocate setting the sharpness to 0 which still sharpens a little. I have used as much as 0.200 (Sony sharpen effect) on some clips without visible artifact.
