Easiest way is to take a copy of your DVDA project, simply change the format (in file properties) from NTSC to PAL, then do make DVD. DVD-A will do the conversion. I've done this the other way (PAL to NTSC) and the results looked good.

Alternately you can render to PAL MPEG in Vegas. Recent link on this (was PAL to NTSC, but the steps are the same just reversed): PAL to NTSC link

You probably know that most PAL DVD players will play a NTSC disc ok... they generally convert it to a "pseudo PAL" format which will play on PAL TVs. (I live in PAL-land, specifically England). However the Sony DVD player I have upstairs plays "true" NTSC when I feed it an NTSC disc, so it comes out black and white on the TV....
