creating a still from a video clip

What is the easiest way to take a video clip and splice it for a single frame still and then to extend that still shot for as long as you want?
I can get a single frame but when I extend it, the video clip re-opens.

I'm guessing you're trimming the clip down to a single frame? That's fine, but actually unnecessary. Simply trim your clip to the desired starting frame, insert a velocity envelope, and set it to 0%. Then you can extend the end of the even to the desired length.
