Creating animation look without rotoscoping

I have a fun project that will involve chromakeying a live actor into a cartoon or animation. I would prefer, if possible to apply some sort of filter to make the live actor not stand out so much from the animation. I would prefer not to have to take the chromakeyed footage into something like aftereffects and frame by frame colorized or rotoscope him to look more cartoonlike.
Is there a method by where I could just use a filter or a series of filters in Vegas to acheive this. Is there a third party plug in or another piece of software that can achieve this without the painstaking task of rotoscoping. I would prefer if I could just apply it to the chromkeyed clip

changing the live to 4bit color will flatten the image greatly and make it look more 'animation' ..

you can mix that back in, in varying amounts ... products like softimage have packages to do this also ..
