It is all arbitrary, but here is Best Practice. First in Windows Explorer create a project subdirectory on harddrive partition D - like this D:\ProjectA for all Project A media assets including backgrounds for menus. Create and save your .png file there. Also create and locate all of your video and audio media assets and place them in that subdirectory as well.
NOTE: Also create another subdirectory called D:\ProjA_ISO for the destination directory of preparing your DVD .iso file or folders from which you will burn the finished project.

You can store your background image wherever you want, preferably the same folder location as your project media.

Right-click on the Menu background, click "Set background media" and navigate to the image file you wish to use. Done.

Thanks musicvid, I did not realize it was that simple.

A follow-up question: Is there a way to resize the background image in DVDAS so that it does not extend beyond the "safe area" boxes on the screen?

Not in DVDAS, no. You could always include a black border around it yourself when you edit the image. However ...

No, you do not actually want a black border around it. You want to fill the entire frame with your image so that whatever screen it's viewed upon is full without black borders showing. What you need to do is make sure that anything important in your image is within the safe areas, with unimportant image continuing on to the edges.

Personally, i don't worry about it too much these days as most of my 'customers' watch the videos on a computer screen, which shows the entire frame, and most of the rest use more modern TVs which have very very tiny safe areas, showing almost all of the frame. Vegas' default safe area is 10%, with the title safe area at 20%. Most modern TVs have less than 3% overscan now.
