Creating DVDs for different regions

I have a client who needs me to create DVD masters - one that he will use to make DVDs intended for sale in the US and one that he intends to sell in England. I'm not sure on the process I need to go thru to create those separate DVDs. Is it based on how I create the final mpeg2 file within Vegas or is it something I do within DVD Architect - or perhaps both? Any help would be greatly appreciated.

The videos are from online webinars so he just sent me those as WMV files which I will then edit in Vegas 8 Pro to produce the final products.

you need to change the DVDA project settings to the region you want to allow & have all the footage/menus/etc. formatted for the type of playback device the region will be using.

the videos will need to fit that playback type too.

I'd suggest getting with your client and make sure s/he knows the pros & cons of a couple of different approaches.

1) you could produce a region free NTSC disc that will probably play on most players around the world, or
2) you can produce separate discs dedicated to North America & Europe.

*Most* players will handle NTSC, and produce a quasi-legal signal for PAL & Secam TVs. To go the dedicated route, you're essentially doing everything twice, though it is quite a bit less bother if you start with PAL & convert to NTSC [the opposite can be expensive].
