Cropping Stills & Video

What is the best way to crop stills and video so that I can shrink the my pictures and video a bit so as to stay within my safe zone boundaries? I've been trying to use the Pan/Crop tools but all of them add motion to my cropping. I just want to crop and NOT have motion/Ken Burns effects. Help would be great! Thanks.

You are getting keyframes when you crop. Either make sure your cursor is at the first frame of the event when you crop, or turn off the Sync Cursor function in the Pan/Crop window.
