Ctrl + Drag same as velocity?

Is Ctrl + Drag which gives you a center jagged line the same as a velocity envelope (without the ability to be variable)? I could not find anything in the manual about it.

Slightly the same, yes, in that it does alter the speed of the video.

Some things that a Velocity envelope does that Ctrl-Drag doesn't do:
- Velocity envelopes can alter the speed from point to point as the clip progresses
- Velocity envelopes can go below 25%, down to still and even -100% (reverse)

Some things that Ctrl-Drag does that a Velocity envelope doesn't do:
- 400% (4x) speed
- Stretch the audio along with the video
- Adjust the overall length of the event on the timeline to match the stretched length of the clip
