Am I correct in thinking that key bindings can only be assigned by an administrator, and operate computer-wide (i.e. each user cannot assign their own shortcuts)?

Seems an uncharacteristically Windows-unfriendly decision on the part of the developers.

Also, am I the only one who would like to see the Windows XP Shared Documents folder listed in the Explorer?
