Cutaway shot question

Hi, just grappling with Vegas Pro for first time.
I want to do a cutaway shot and have dragged a clip onto timeline onto track 3.
When I preview, track 3 clip is not appearing. It's just playing track 1.
How do I get the cutaway shot to appear instead of the main track 1 shot?

Track 1 "covers" the cutaway. Either put it above the primary track, better yet, insert it into track 1 where you want it (trimming the footage it will replace).
