You can use the windows Snipping Tool instead of SnagIt & the web service of you choice instead of the free Dropbox service.

I would use the Sony Levels filter to bring the luminance back up to something you can see and then Sony Color Curves to give it more dynamic range since just raising the luma alone can make it look washed out.

Of course be prepared for the noise to be amplified as well so you may need something like BCC Noise Reduction or even Neat Video to bring the noise back under control.
