De-flicker 60fps->30fps

I have some video 60 fps shot in a space with fluorescent tubes, so it flickers. From what I see, the flicker is a slight increase in brightness roughly every 3rd frame, but not exactly, as the frequencies aren't perfectly equal. I want to convert this to 30 fps while removing the flicker. What's the best option either in Vegas (a plug-in) or some other software?

If you've got Vegas Pro 18 - 20, try Vegas Pro's Flicker Control FX.

Alternatively, BorisFX's Image Restoration Unit includes a Flick Fixer FX.

The Neat Noise Reduction plugin has flicker reduction controls but I've not as yet used those.

Either way, playback on the timeline is usually at a snail's pace after the FX has been applied, and flicker reduction FX are usually not ideal if there is movement in the shot. Flicker removal on movement often results in that movement becoming blurry.

I used the neat noise reduction flicker control and it was excellent, much better than the Vegas version. But it does cost, also neat noise reduction does a brilliant job in noise reduction.
