Before you do anything, open Pan/Crop and set the very first keyframe to Smooth.
All subsequent keyframes for that event only will now be set to Smooth as well.
Repeat for each new event.

Yep. Knew about that, but I had my fingers crossed that there was a global setting :-(

Options - Preferences - External Control and Automation.

There's a bunch of different keyframe options there. Change the one you want to "smooth".

Jim, a work around that might work for you is

1. load all you photos on the timeline
2. set the first pan/crop keyframe in the first photo to smooth
3. right click the first photo and select "copy"
4. select all remaining photos, right click and choose "paste event attributes"
5. now every photo has initial keyframe set to smooth

Edward, does this apply only in Vegas Pro 9.0 and up?

I'm still using 8.0c, and there are no keyframe settings that I can see under External Control and Automation.

These were added starting with version 9.

Thanks for the creative workaround Jerry. That sounds as if it will work just fine for my project.
