I don't think you can change the default. However, you can set up a new color scheme to your liking and save that as a template. Once you've picked that template in a project then Vegas will use that as the start for all new text events until you change to something different.

Set up whatever colors, border, shading, font, size, placement, etc. you want to start out with. At the top of the text box you'll see a dropdown field with a floppydisk-looking button after it. Type in a name you want to remember all those settings in and click the button. Now whenever you want to start out with those settings pull down the dropdown box and choose that name you entered. Vegas should keep that as the "temporary default" for the rest of your editing session, or until you change it to something else.
