For the money ($0) Mike Crash's Smart De-Interlacer is pretty darn good. The next step up is probably a product like Twixtor which needs a host like AE and apart from the money first you've got to fathom AE and then Twixtor. If this is a one off job I'd advise against going down that road as for the money and time you'd do better getting a post house to do it.

Re:VisionFX (the developer of Twixtor) has a deinterlacing plug-in called FieldsKit which is great at interpolating the missing data. (I use it for deinterlacing 1080i footage.) Like Twixtor, FieldsKit is an AfterEffects plug-in but I run it successfully in Eyeon's Fusion. I do think FieldsKit is a little slower than other deinterlacing plug-ins I've tried but the results, in my opinion, are superior.
