Delay When Capturing Video

When I press the record button to capture video from DV tape (NOT using device control), there is a couple seconds delay before the capture begins. Is this normal?

a little delay is normal, yes. There is a capture start delay adjustment, available under capture>prefs (if you need to change this for some reason).
