A Loop Region can be created by your simply dragging across your timeline.

You can de-select the Loop Region just by clicking on an event on your timeline.

And you can avoid accidentally creating them by switching from the Normal Edit Tool to the Selection Edit Tool.

I'll also suggest that there's rarely ever a need to delete them. You can pretty much ignore them with two slight exceptions.

- If you have the loop playback mode enabled then once the cursor moves inside the loop region it will keep playing that region over and over again. Turn off loop playback if you don't like this.

- If you have 'render loop region only' checked in the render dialog box then only the loop region will be used to generate the output file. Uncheck this box if you don't like this.

Other than that, it really doesn't matter if you create the loop region and leave it there or not.

Personally, my favorite way for getting rid of the blue area if i really want to is to press i and then o without moving the cursor. It collapses it to zero length which makes it nonexistent.
