Desparate for single frame at a time 16mm film scanner

Several years ago John Meyers and others on the forum discussed a 16mm film digitizer that scanned one film frame at a time. The developer subsequently added a head that would handle 8mm as well. I recall this started as a DIY project but eventually became commercially available.

I have a client who has been using Vegas Pro to create JPG files from short video clips. His company now needs to produce a research data base of 1,000,000 images from 8mm film reels and they want to be able to scan the film one frame at a time. It is evidently important to them that they retain the 18fps format of their 8mm film.

Does anyone know of and how to locate this equipment?
