Determining if event exists at a certain time on a track?

What is the best way to determine if there is an event at a certain time point on a track? I think I can do a brute force way where I get all the events and loop through them comparing begin and end times to the desired time. Is this the best way, or is there an easier way I'm overlooking?

That's the way. Go through all events on all tracks and see if any of them go over that particular timecode location.
