What's the difference between "Render As" and choosing DVD NTSC, and using the BURN CD | MULTIMEDIA CD and choosing DVD NTSC?

I know that some of the BURN CD settings actually burn a CD, but I guess that DVD NTSC and SVCD don't actually burn a CD, so what do they do that's different from normal "Render As"?
