Displacement Maps and Titling

I seem to remember an old post on here where there was video of ripples or waves on a pool (shot pretty much straight down), and a title looking as if it were moving with the waves or ripples. I've searched using every term I know, and can't find it. I'm using Vegas 4, and need this information pretty urgently. All I need to know is how to use parent/child tracks and a displacement or bump map to make a title look like it's moving. What I have is a video of an American flag, and I want the title to look like it's moving with the flag.

Thanks in advance for any help offered.

Except, it looks like i deleted the directory i referred to in that post. I'll look around for it and put it back online when i find it.
