As I understand it, SVCD uses 480x480 resolution. The dimensions, of course, are square. I used TMPGenc to create an MPEG2 file that I could use on my SVCD player, but since the screen is not square, the picture is distorted. What gives? Has anyone else had/solved this problem?
Actually not a problem. The correct size for NTSC is 480x480. The picture only looks square on your computer. It will expand out to the correct dimmensions all by itself when played on a set top DVD player. If you're going to play a SVCD file off your computer, most DVD software like Power DVD should be able to handle it. Its been awhile, I forget if that also expands it out or not.
If I'm preparing an MPEG2 for SVCD use, I use the standard 480x480 so that it looks correct on a stand alone player and tv set. If I'm going to distribute it for replay on computer screens, I'll specify 720x480.
The pixels on a TV screen are rectangular, and the SVCD NTSC standard 480x480 allows for that.

You can also save it as a 720 x 480 for a standalone player. Some burning software will scream it is non-standard, but Nero will allow you to burn a nonstandard SVCD. (I believe this is called an XSVCD when you do this resolution).
