Do you lose dynamic range when lowering gain?

I have a tape whose volume levels are all over the place. Some cuts soft, others way loud.

If I render the whole file AC3, and set the Dialog Norm parameter, I still have the issue of dynamic range. Of course, I can set the option for "Dynamic Range Compression" to "Film Standard", etc... But I really don't want to use this parameter.

Is there a way to encode each section seperately to AC3, while inputing different Dialog Norm for each section?

It's generally a bad idea, even if you could do it, to have dialnorm change during a program.

I would suggest that you fix the orignal audio in Vegas using volume/compression BEFORE encoding to Dolby Digital (AC3).
That's the correct way to produce your content and the way to get the best results
