does movie studio include mpeg2 encoding?

this is probably a dumb question but does movie studio 3.0 include mpeg2 decoding or do i have to spend more money and buy the plugin?

do people use the plugin or something else like tmpgenc?

Yes, Movie Studio 3 includes both MPEG-2 encoding and decoding although MPEG-2 encoding settings is limited to templates only (not custom settings).
