Does the aux out follow the pan regardless?

I thought I had a ( albeit HORRIBLE ) solution to the discrete out/ plug in fx issues in vegas, but I think I was wrong. Does the aux send follow the channel pan? Regardless of whether or not aux send is pre or post volume?

Is there a way around this? Id love to be able to use the discrete outs and still have placement in dx fx where they should be
