A lot of that comes down to the GPU. Did the GPU manufacturer increase the GPU's compute performance more with the update, or did they focus more attention on the rendering/rasterizing aspect of 3D graphics? In the case of the RTX 2080Ti, they did indeed massively increase OpenCL capabilities, so you'll see a nice jump over the 1060. Also be sure to check out AMD's offerings, as those have always done well with OpenCL, unlike Geforce cards prior to the 20 RTX series.

Systems:

Desktop

AMD Ryzen 7 1800x 8 core 16 thread at stock speed

64GB 3000mhz DDR4

Geforce RTX 3090

Windows 10

Laptop:

ASUS Zenbook Pro Duo 32GB (9980HK CPU, RTX 2060 GPU, dual 4K touch screens, main one OLED HDR)

Il see, indeed the Open CL performance has a role to play.
Still I'd be curious to see benchmarks.
Damn.
Maybe puget system will bench it if someday Vegas becomes popular.
