does video card effect preview?

When playing the timeline, the video often stutters in the preview window.
How much effect does the video card have when editing in VV3? I use a high resolution of 1280 x 1024. Would that slow things down?
Would it help to add a 2nd video card (PCI) to display the preview window on a 2nd monitor?

I have defragmented the drives and tried other tweaks to optimize the system.
My system is: Windows 2000, AMD1600 XP, 512DDR RAM, 20GB system drive, 80GB 7200rpm drive for video, 120GB IDE drive array for video (3 40GB 7200 rpm drives), Stealth III S540 32MB AGP video card.

With that type of system they're shouldn't be much if any stuttering of the contents in the preview window. I have a AMD 1900+ also running at the resolution you use. How close to real time the preview is depends on the complexity of transitions, use of filters, frame size, the power of your system and what preview quality you select. Unless you have a very old video card, I doubt that's your problem.

I would suggest you change the preview quality to a lower setting. It has no effect on the rendering. Set to show details at the bottom of the preview window, then toggle between the range from draft to best and note the frame rate differences shown along 'display' right after resolution while your video is playing. Even on a fast system at best the frame rate will probably be half or less of actual during some scenes. It is normal for the frame speed shown to go up and down.
