Doesn't DVD-A create a VIDEO_TS File?

I want to burn a DVD with Nero, and Nero seems to need a VIDEO_TS folder or
file to burn!!

Sure it does. I've been creating DVDs with DVDA and burning them with Prassi PrimoDVD. When you select Create DVD, select the first option (create files only or something like that) and it will ask you for a folder in which it will place the Video_TS and Audio_TS folders. Then you can burn those two folders with Nero.
