Dolby 5.1 NTSC to Dolby 5.1 PAL

it`s possible to convert only the audio Dolby 5.1 NTSC to Dolby 5.1 PAL?
or exist software to make this?

AKAIK there is no difference in Dolby 5.1 audio between PAL and NTSC.
The same ac3 file can be used for both.

Totaly correct, I make NTSC and PAL version of the same video, I only have to change the video, you can use the same .wav or .ac3 file for both.

if it is film based - the pal and ntsc versions would be different speed ..

the 24(23.976)fps ntsc to speeded up to 25fps ...

the audio follows suit ...

besweet has presets for this conversion or the other way . you will have to re-render the audio wav files it makes in vegas after ..
