downloads~updates Vegas5

Is the 40+ meg, Vegas 5 update found in the Support-Updates - is this a free upgrade from Vegas 4 to 5 ?
Pleasantly surprised if it is, I bought my "V4" "second hand" from someone selling off there pc system ~ just recently! if I'd realised a new version was on it's way... but, Aaahh well, that's the way it goes sometimes I guess.
Also this sort of brings up the question of software ownership which only occurres to me as I'm writing this - what IS the situation when your buying from a previous owner ? or does it matter at all ?
No matter I'm looking forward to using and learning ~ and cutting a few dvd's in time :)

The standard procedure is for the previous owner to contact Sony and tell them that they want to transfer their license to you. Sony will then issue you a new key code and invalidate the old one. This can be done via email or over the phone. (I’ve done this twice already with Sonic Foundry software I’ve purchased on eBay)

It matters because: if the person who sold it to you did not upgrade with their key, then the new key will be valid for an upgrade discount. If they already upgraded the product with their key then the new key will not be valid for an upgrade discount.
