Sure - use any drawing program (i.e. paint) and place the drawing in the track over your media - and then use the Croma Keyer to filter just the arrow out.

You can also use a font like Dingbats or Wingdings which have a large supply of different types of arrows. Pan/Crop will let you position and rotate the characters any way you want them.
