dropping photos

I tried the tutorial at http://onthelinemedia.com/tutorials/vegas/vegasfxindex.html for dropping photos onto another photo and still can't get it to work right. I found out that I have to change "fit photo to frame" to no or all I get is a full size picture of the photo I'm trying to drop. When I go through the tutorial and try my result, the picture frame drops, but the focus of the picture frame changes and I get a shot of the side of the picture and not the part of the picture that I wanted. It's like looking through a window at someone and moving the window. The person stays still, but what I see is a different part of the room. I hope I'm explaining this right.What am I doing wrong.

I got this effect to work in one of my movies. I'm going by memory here, but I believe for each picture's pan/crop settings, you want "maintain aspect ratio" and "stretch to fill frame" both set to yes. Then pull the pan/crop frame out so the picture gets smaller than the full frame. Now you can set start/end keyframes with x, y, and rotation settings to "drop" the picture in.

If I understood what you wrote below correctly, it seems suspicious that you either don't have the picture shrunk down, and/or you have "stretch to fill frame" set to no (which can create the effect of the picture staying static as the frame moves over it, much like a "searchlight" or a window moving over a static picture).
