I don't know what the difference is, but I think I can safely say that you will not see a difference in quality, since the tape only stores digital information created by your DV camcorder (just like any other digital storage media). Some DV tapes have memory chips built in, which will give you some convenience features (listed in your camcorder manual).
As I understand it there's is no difference in video format (at least in SP mode) between these two tapes. The DVCAM tape is simply larger and therefore can record for a much longer period of time and has the capability of adding in Time-sync code (which VF can't make use of anyway). And they're usually found on the expensive shoulder mount type of camera - buts its the camera not the tape that are responsible for a better picture.
