DVD Cam w/ Still Pic Recommendations

I have a friend who is wanting to buy a camcorder for their 13 year old son. They want a DVD camcorder that takes decent still pictures as well.

Anyone have any recommendations on that? I have not kept up on those cams. They want to spend around 250USD.

Edit: this will be used to document family events and allow for their son to learn a camera and be able to take some footage as they will be doing a lot of traveling.

They'll be lucky to get a decent model for $250.
I'm sure they can find one somewhere but the quality will leave a lot to be desired.
Personal opinion here but tell them to buy a tape-based camcorder (SD models are very cheap these days) and a separate still camera instead.
If you've ever had to edit DVD footage, you'll know why I suggest this route.

I understand. I already gave them the pros and cons of both and even told them that some of the older models have better low light capabilities. That is not what they chose though. They chose a DVD based cam as they are not going to edit (as of now anyway). They want a DVD based cam, so if there are some that are a little more expensive or a little less quality, feel free to list them.

I did happen across this one. I read several pages of reviews. It appears the quality of the pics are no good but it does come with a 40x zoom but that is paired with a 1/6" CCD :(
