AC-3 isn't technically required by the PAL standards, but in practice all PAL players I've ever seen support it. PAL standards call for either MPEG layer 2 audio (which DVDA doesn't support) or PCM.

In practice, most PAL players and TVs will handle an NTSC DVD OK, so another option is to just send them the NTSC disc.

Since you're burning the DVD, region codes are not an issue.

I've sent a NTSC DVD to Australia and Sweden and players there have been able to use them. (PAL territories)

Region coding is just for commercial DVD's. Doe not apply for home made DVD's.
