I think this is a bug.
DVD subtitle is short by 3.5 seconds for an one hour DV movie. I believe DVDA is showing NTSC non-dropped timecode on its time line. But if you import a DVD Studio Pro subtitle format script with the NTSC non-dropped timecode, you'll see that the subtitle slowly becomes out of sync, and after about 1 hour, it is 3.5 seconds out of sync.
The work around is to rewrite the DVD Studio Pro subtitle with NTSC dropped timecode format.
I think the same applies to DVDA subtitle format and Vegas Region format, ie. you need to use NTSC dropped timecodes.
