Yes, you can, but it requires some work in Photoshop by creating various graphics. JetDV has a tutorial on this if I'm not mistaken. He showed us how it worked in Orlando. Looked great!

You can fake it by forcing the user to hit enter to go from one menu to the next, but DVDA doesn't have any "on navigation" ability (that is, you cannot author a DVDA project that lets things change when you use the right/left/up/down arrows to move around. This "look" is commonly refered to as the "Filmstrip Look"

DVD Lab (www.mediachance.com) has this ability.
