As a matter of fact, Roger 74 (Roger Magnusson) just created such a thing recently.

This script from Roger74
or pushing "flicker" into FilmFX to max + Supersampling / Motion Blur maybe ?

You can also get the jitter plug from Zenote' and that will do it quite well.
Using film FX with all the scratches and dust removed, no hair will also help make this work.

Thanks all. Some great input. Over at the chat room epirb (?) mentioned I might isolate the lighthouse in question in photoshop and crumble the whole mess in Cool3D. Can't wait to give it all a shot. Thanks again, DGrob

But if I REALLY cared about the client and the shot...

I'd take all the above advice, and then shoot something that belongs in the scene ( a dish, an office file, a shelf) against a chroma cyc (we're not talking Hollywood here - just a close-up of something for credibitly - and I'd paste it over the scene - just the flash of the wiggle and fall - some little detail in the foreground - half a day of aggravation to find the prop, setup the green card, light the dish, and shoot - then capture, edit and key - - but it would add enormously to the end effect. Is it worth it? Depends on the client, the budget and the film-maker. I've done endless variations on the theme of "playing with the video" just for the fun of it. But they go in the end show, though!

I don't know how Zenote works, but with my script you can even have overlays on other tracks that move exactly the same as all the others (the Link Tracks check box). Might be useful in some cases.

Roger - just started playing with your script a little to get ready -- very, very nicely done. I can see with all the ideas I've received, this is going to be fun. DGrob
