There are TWO methods. The simple (explained already) you can also add a velocity envelope. It really depends on what you need for the situation.

When you drag a edge out for slow motion Vegas will add 'filler' frames. This obviously also increased the time span. Add a envelope and the time span remains constant with only the velocity changing. You double click on the envelope line to add nodes with can be dragged up or down to change velocity.
